Cameron County multipurpose arena back on the ballot for May election
A multipurpose arena will be back on the ballot next month in Cameron County.
It would basically serve as a venue for different events, but this isn't the first time voters have had to decide whether or not it happens.
This is now the third time voters are having to vote either for or against the proposed arena. It's listed as Proposition A on the May 3 ballot.
While some people are interested to see this arena built, others are not happy about the proposal being brought up once again.
"You know we have plenty of need out here, I'm just not interested in somebody saying 'well this year we're going to take some of this and use it where if it can be.' If the numbers are there, I'm ok with that," Rancho Viejo resident Alfredo Hernandez said.
Hernandez votes often and plans to in May. He says he's for the project, as long as the money to pay for it is coming from where the county says.
Cameron County Judge Eddie Trevino says back in 2016, Cameron County voters approved the use of a venue tax. These are taxes collected from hotel stays and car rentals and have been collected since January 2017.
"That's all we're asking the voters to do, is to approve the use of this tax for this project," Trevino said.
If approved, Judge Treviño says the arena can be used as a place for festivals, concerts, sports and other community events.
Depending on the design that is chosen, there will be a 7,000 to 10,000 seating capacity and could be either indoor or outdoor.
But, the arena has been on the ballot twice before.
"We're hopeful that the third times the charm," Trevino said.
In May 2022, the arena lost by 212 votes and in November 2021, it lost by 66 votes. Judge Treviño believes this time around it will be different.
"I think there's going to be more voter engagement. A lot of people have come to us over the last few years saying I wasn't aware of it, didn't know about it and thought it was a different type of situation," Trevino said.
Judge Trevino says this project will help bring in economic development and more business to the surrounding area. He says the only way these types of taxes can be used are for economic type development projects.
Just off the Expressway in Olmito is where Cameron County is planning to build this multipurpose facility. It will be just inside the Madeira development project.
Judge Trevino says Madeira offered to donate the land to help get the arena up and running.
"Also, it's a part of a tourist tax increment reinvestment zone that the county and the city of Brownsville have already approved and able to utilize some of that funding for infrastructure," Trevino said.
While the judge says the funding to help bring this project together will be coming from the visitor venue tax, others are questioning how this can be true.
"I just don't see it's time. Not only is it not planned well, it's not upfront and transparent to the Cameron County citizens, but it's just not we're not ready for that kinda financial obligation," small Brownsville business owner Susan Ruvalcaba said.
Ruvalcaba lives in Brownsville and is concerned about the funding for the project.
She says with the collected taxes already going towards other venues, including the South Texas Ecotourism Center and the amphitheater in South Padre Island, she doesn't believe there's much funding going to be left over to help cover the cost of the proposed arena.
"It's very hard to believe that they're not going to have to transfer in from a general fund or some other fund in order to support this venue financially. This is a big venue," Ruvalcaba said.
The county believes that $125 to $150 million will be needed to construct the venue, according to a Market and Financial Feasibility study from January.
Ruvalcaba already voted no twice before and plans to again in May.
"I just think that the emphasis and the energy that Judge Trevino and the Cameron County court is putting into getting this venue built should be put into other issues that we have," Ruvalcaba said.
Early voting for general and special elections will run from April 22 until April 29; Election Day is May 3.
