IBWC commissioner resigns

The commissioner of the U.S. section of the International Boundary and Water Commission resigned on Monday after four years, according to a social media post.

Former IBWC commissioner Maria Elena Giner announced her resignation on her LinkedIn page.

“Thank you to everyone for your support during my journey as commissioner of the U.S. Section of the International Boundary and Water Commission,” Giner said on social media. “It has been the honor of my life time. The hardest job I have ever had but the most rewarding.”

In her resignation letter, Giner congratulated the new IBWC commissioner, Chad McIntosh.

Giner’s resignation comes as the U.S. section of the IBWC waits for more water deliveries from Mexico to benefit Texas farmers.

As part of the 1944 Water Treaty between the United States and Mexico, Mexico must deliver 1,750,000 acre-feet of water to the U.S. from six tributaries every five years, or an average of 350,000 every year. But Mexico has a balance of more than 1 million acre-feet of water to deliver by October 2025.

“There are many challenges still forthcoming, related to deliveries of Rio Grande water from Mexico to benefit our Texas users,” Giner said in her resignation letter. 

Giner’s resignation letter also noted that as commissioner, she oversaw several improvements, including implementing measures to improve water deliveries to the Rio Grande and repairing structural problems at the Amistad Dam.
